create_namespace

Create a namespace (the container for keys). Idempotent on (project, slug): returns created=false if it already exists. slug must be lowercase letters/digits with internal hyphens (no leading/trailing hyphen, no underscore); an invalid slug returns a slug_invalid error rather than 'namespace not found'. Use this before create_key/propose_translation when the target namespace does not exist yet.
