eaa_statement
EAA / EN 301 549 content-layer accessibility report (JSON). Measures the content layer only: text alternatives, accessible names, locale declaration, translation completeness, readability. Attests no conformance level (attests_conformance_level: false). A WCAG level requires rendered-DOM criteria (contrast, keyboard, focus order) this engine cannot evaluate; they are out of scope and never reported as pass. EN 301 549 clause numbers are a numbering cross-reference, not a conformance mapping. report_schema: 2. Branch on it: 1 or absent is the pre-refactor format carrying the retired AA conformance score. The two are not comparable and must never be merged. criteria_summary[], per criterion:
